AI Governance Tools in 2026: How to Choose One
"AI governance" now labels four very different kinds of product. Buying the wrong category is the most common mistake we see in security reviews: a team purchases a policy documentation tool and discovers six months later that no prompt was ever inspected.
The four categories
- Policy and documentation platforms — registries of AI systems, risk classifications, model cards. They produce evidence, not enforcement.
- Model evaluation and red-teaming — measure bias, toxicity and jailbreak resistance before release. Pre-production only.
- Runtime gateways and proxies — sit on the request path, inspect prompts and responses, apply policies in real time. This is where Privaro sits.
- Observability and cost tooling — latency, tokens, spend. Useful, but blind to personal data.
Regulated teams usually need a runtime gateway plus a documentation layer. Evaluation matters when you fine-tune or ship your own models.
Eight controls to check
- Detection of PII, financial identifiers and contract data in prompts
- Reversible tokenization with a controlled reveal path and access logs
- Policies scoped by data type, user role, organization and provider
- Scanning of model outputs, not just inputs
- Per-request audit logs that survive a DSAR or a regulator's request
- Provider-agnostic routing (OpenAI, Anthropic, Gemini, self-hosted)
- Strict multi-tenant separation and role-based access
- Deployment options that keep data in your region
Questions vendors dislike
Ask what happens to a masked value when the model answers — can the original be restored, by whom, and is that reveal logged? Ask whether streaming responses are inspected, and what the tool can actually do mid-stream. Ask for a sample audit export and check that it names the entities detected, the policy applied and the decision, not just a timestamp.
On streaming specifically, be sceptical of "we mask everything". Tokens leave the provider before any full sentence exists, so honest products describe server-sent-event streaming as audit-only and offer a non-streaming path when masking must be guaranteed.
Build vs buy
A regex layer in your own gateway covers card numbers and emails in an afternoon. It will not cover names, addresses, case references, tokenization with reveal control, per-tenant policies or exportable evidence. The break-even point in our experience arrives the first time an auditor asks for request-level proof.
